The Town of Freetown has contracted with the County of Plymouth to process parking ticket payments.

 

Law

 

At a Special Town Meeting on October 23, 1995, the Town of Freetown voted to accept the provisions of Massachusetts General Laws c.  90, s. 20A, which established a procedure for the enforcement of parking regulations, including the issuance of tickets for violations, and provide for a non-criminal disposition process.

 

Fine Schedule

 

     GROUP A - $20.00 EACH

 

     Article 13.3 (1), Parking:

 

          Upon a sidewalk

         Upon a crosswalk

          Within twenty (20) feet of intersection

         Obstructing traffic control sign or signal

          Double parking

         Parking more than twelve (12) inches from road edge or curb

          Parking in marked or signed prohibited area

          Town rule, regulation, or by-law

 

    Article 13.4, Police May Prohibit Temporary Parking

 

          Temporary Parking Ban

 

     GROUP B - $25.00 EACH

 

     Article 13.3(1), Parking:

 

         Within an intersection

          Obstructing normal movement of traffic

         Within ten (10) feet of a hydrant    

          Upon or in front of private road or driveway

          Upon a town bridge

         Obstruct or impede snow/ice removal or plowing

          Snow Emergency

         Within a fire lane

    

     GROUP C - $100.00 EACH            

 

     M.G.L. c.40, s. 22A and Article 13.10, Handicapped and Veteran Parking By-Law

 

         Restricted handicapped/veteran parking area (M.G.L. c.90, s. 2)

 

Late Fees

 

Furthermore, consistent with the provisions of G.L. c. 90, s. 20A, as amended, fee of $10.00 shall be assessed for all tickets not paid within 21 days but before the Parking Clerk reports to the Registrar of Motor Vehicles.

 

 

 

Additional Fine: After Notice to the Registrar of Motor Vehicles

 

If the basic fine and any additional fine provided for above is not paid by the offender before notice thereof from the Parking Clerk to the Registrar of Motor Vehicles, as provided for in G. L. c. 90, s. 20A, as amended, there shall be added to the basic fine and additional fine another additional fine of ten ($10.00) Dollars for each violation, as authorized by said statute.

How to Pay a Parking Ticket

 

     In Person or Agent

 

     Parking violations are payable (postal note, money order or check) at the Board of 

     Selectmen’s Office, in person, by an authorized person, within 21 days of the date of

     issue.

 

      Online

     Parking Tickets can be paid on-line through the Plymouth County Parking Ticket  

     System at: www.plymouthcountyparking.com

 

     By Mail

 

     Parking tickets can also be paid by mail by using the parking ticket envelope.  Do not 

     mail cash. Pay only by postal note, money order or check made payable to the Town 

    of Freetown.

 

     Overdue Tickets

 

     Overdue parking violations are payable (postal note, money order or check) at the 

     Board of Selectmen’s Office. If you have overdue tickets that are preventing you from

     renewing your license or registration please call the Parking Clerk at (508) 644-2201

     for assistance. If the office is not open you may also contact the Plymouth County 

    Commissioner's Office, Parking Department (508-830-9121), 11 South Russell Street,

     Plymouth, MA 02360.

 

How to Appeal a Parking Ticket

 

A parking violation appeal form must be returned to the Town of Freetown’s Parking Clerk’s Office within 21 days together with the following:

 

  1. The original parking ticket or hearing notice
  2. Documentation supporting the reason for the appeal. If you feel it would assist the Parking Clerk in making a decision, please supply a hand-drawn diagram of the area showing where you were parked. If you have a handicapped placard please supply a copy and mail it in along with the hearing form and ticket itself. Other documentation you feel may have a bearing on your appeal may also be supplied.
  3. A self-addressed stamped envelope to allow for notification of the appeal decision

 

When the appeal form is completed, you may mail it to the following address:

Failure to comply with the above instructions will result in additional penalties.

 

After your appeal has been submitted it is reviewed by Parking Clerk. You will be notified in writing in approximately 14 - 21 days if your appeal was approved or denied.

 

Parking ticket appeal hearings will be heard by appointment during normal business hours.
